Mobilitas 3.0 is ETAG's internationalisation umbrella programme, established by ministerial order on 26 October 2023 as the direct successor to the concluded Mobilitas Pluss programme. It carries a total budget of EUR 36.4 million, of which 70% is co-financed by the European Regional Development Fund (ERDF). The programme's stated purpose is to strengthen the quality and international competitiveness of the Estonian research system. It operates through four distinct sub-instruments rather than a single annual call: an ERC application top-up for researchers whose proposals reached the second evaluation stage with an 'A' rating; incoming postdoctoral grants for researchers who scored 70 or more points in a Marie Skłodowska-Curie (MSCA) fellowship call and wish to pursue their postdoc at an Estonian institution; co-funding support for Estonian R&D institutions selected into positively evaluated ERA-NET or European Partnership projects; and operational funding for the Estonian Liaison Office in Brussels.

Because the first two sub-instruments are triggered by outcomes in external European programmes — ERC panel decisions and MSCA score releases — there is no fixed annual deadline for Mobilitas 3.0 as a whole. Eligible applicants include researchers working at Estonian institutions, incoming postdoctoral researchers seeking to relocate to Estonia, and Estonian R&D institutions with successful European Partnership bids. For-profit organisations are not eligible. Per-sub-instrument award ceilings and individual call windows are not published at the programme level; ETAG publishes sub-instrument calls separately on etag.ee as the relevant external programme outcomes are released.

The most competitive Mobilitas 3.0 applicants combine strong track records in ERC or MSCA processes with clear articulation of how the Estonian research environment advances the proposed work.
