The call is run under ESA's 4S Strategic Programme Line and is open to companies in a named list of 20 ESA Member States. Applicants download the scope document, prepare an outline proposal by 14 March 2023 and a full proposal by the (tentative) date of 30 May 2023, and upload the finalised proposal through the online web submission form.

ESA wants companies to demonstrate how satellite communications, positioning, and Earth observation improve the safety of autonomous and connected land vehicles -- cars, trucks, and shuttles. Named use cases include seamless switching between 4G/5G and satellite links, commercial fleet management, IoT field monitoring, real-time hazard warnings, and live high-definition map updates.
