Eureka France-Germany Call for Projects (Bpifrance / ZIM)

Funds French and German collaborative companies with bilateral support for joint innovation projects.

The France–Germany Eureka call is a bilateral innovation funding programme operated jointly by Bpifrance (France) and ZIM — Zentrales Innovationsprogramm Mittelstand (Germany) — under the pan-European Eureka network framework. Its purpose is to promote and financially support collaborative R&D partnerships between French and German companies that carry strong commercial potential. Each country funds its own laureates according to its domestic rules: Bpifrance finances French participants while ZIM finances German participants independently.

On the French side, eligible applicants are PMEs and ETIs (companies up to 2,000 employees) that apply through their relevant Bpifrance regional directorate. The French-side funding ranges from €50,000 to €3 million per project, delivered as either a Prêt Innovation R&D (up to 80% of eligible costs) or an Avance Innovation (up to 65% of eligible costs). Project duration is capped at 36 months. Consortium requirements mandate at least one French company and one independent German SME, with balanced technological contribution: in a two-partner project, neither partner may exceed 70% of total person-months; in larger consortia, no single partner may exceed 50%. The call is open to all technology sectors.

The 2025 cycle ran from 21 July to 3 December 2025 and is now closed. The programme is recurrent and annual; the next cycle is expected but had not been announced as of May 2026. Applicants should prepare a joint project proposal with their German partner before the call opens, establish balanced workpackage contributions documented in person-months, and submit through their Bpifrance regional directorate once the cycle launches.
