The SDE++ (Stimulering Duurzame Energieproductie en Klimaattransitie) is an annual production-subsidy auction administered by RVO on behalf of the Dutch Ministry of Economic Affairs and Climate (EZK). It provides a top-up payment — a production premium — per unit of renewable energy or CO₂-reduced output delivered to the Dutch grid or into the Dutch market, bridging the gap between the market price and a pre-agreed base price set at tender. The instrument is not a project grant; applicants bid for the right to receive a subsidy tied to actual production volumes over a multi-year commitment period.

Eligibility spans companies and organisations operating renewable energy or energy-transition installations in the Netherlands, including solar PV, onshore and offshore wind, biomass, geothermal, and emerging low-carbon industrial technologies such as green hydrogen production and carbon capture. Universities and pure research organisations are not eligible. The annual budget and the technology categories admitted to each tender round are set by EZK and announced before each tender opens; the 2026 budget and admitted technologies are published by RVO. Applications are submitted in Dutch through the RVO portal during the annual tender window; no rolling admission outside the tender window is available.

Applicants compete on the subsidy rate they request — projects requesting the lowest top-up per unit of energy produced receive priority, creating a cost-efficiency pressure on project design. Successful projects receive a commitment letter granting the right to the production premium for the agreed duration, subject to meeting production milestones. Policy governance transferred between KGG (the climate and energy ministry) and EZK following the 2024 Dutch government restructuring; as of 2026 the programme sits under the reformed EZK.
