TKI-toeslag Top Sector Co-Funding
Supports Dutch innovation consortia through TKI-toeslag with public top up for high impact private-sector development work.
The TKI-toeslag (Top Consortium for Knowledge and Innovation co-funding) is an annual public co-investment mechanism administered by RVO on behalf of the Dutch Ministry of Economic Affairs and Climate (EZK). It provides a government top-up on private R&D investment made through Dutch top-sector knowledge consortia — collaborative structures that pair industry partners with universities, university medical centres, or applied-research organisations such as TNO. The programme is designed to leverage private spending: public funding is allocated as a percentage of the private R&D contributions declared by industry members of an accredited TKI.
Participating organisations include for-profit companies, non-profits, universities, and research institutes operating within one of the Dutch top sectors — high-tech systems and materials, agrifood, water and maritime, energy, chemistry, logistics, life sciences and health, and creative industries. The co-funding rate and minimum private-investment thresholds are set per programme year and published by RVO. Applications are routed through the relevant top-sector programme office rather than directly to RVO or EZK; each top sector manages its own TKI-toeslag allocation. Submissions are in Dutch.
The TKI-toeslag is particularly relevant for companies and research organisations already embedded in a Dutch top-sector consortium that wish to amplify their collaborative R&D spending with a government multiplier. Standalone organisations without an active top-sector consortium affiliation are not eligible. The instrument operates on an annual cadence, with co-funding rates and eligible consortium types subject to revision each call year. Policy authority rests with EZK; consortium-level administration and sector-specific deadlines are managed by the individual TKI programme offices.
