It targets for-profit companies and covers part of the costs of coordinating collaboration across multiple businesses in a shared value chain, such as joint project management, shared activities, and coordination costs — not capital expenditure or equipment.

The award amount varies by project scope and is not capped at a fixed ceiling; the program documentation states the amount depends on the individual project ("Avhenger av prosjekt"). Collaboration must span at least two companies and must involve coordinated circular-economy activities across the value chain.

Eligible applicants are Norwegian for-profit companies; nonprofits, universities, and research organizations are excluded. The grant is best suited to industry consortia or established supply-chain partners seeking to formalize circular material flows, shared logistics, or closed-loop manufacturing processes.
