Innovation Norway Circular Value Chains Grant (Sirkulære verdikjeder)
Funds multi-company collaboration in Norway building circular value chains from waste to new commercial value streams.
Innovation Norway's Tilskudd til sirkulære verdikjeder (Grants for Circular Value Chains) supports multi-company collaboration projects that establish and develop circular value chains within Norway. The program is administered by Innovation Norway (Innovasjon Norge), the Norwegian government's primary instrument for enterprise development and commercialization. It targets for-profit companies and covers part of the costs of coordinating collaboration across multiple businesses in a shared value chain, such as joint project management, shared activities, and coordination costs — not capital expenditure or equipment.
The award amount varies by project scope and is not capped at a fixed ceiling; the program documentation states the amount depends on the individual project ("Avhenger av prosjekt"). Applications are accepted on a rolling basis with no fixed submission deadlines. The instrument is registered under the EU General Block Exemption Regulation (GBER) and the ESA state aid framework, meaning Norwegian state aid rules govern award limits. Collaboration must span at least two companies and must involve coordinated circular-economy activities across the value chain.
Eligible applicants are Norwegian for-profit companies; nonprofits, universities, and research organizations are excluded. The grant is best suited to industry consortia or established supply-chain partners seeking to formalize circular material flows, shared logistics, or closed-loop manufacturing processes. Applicants should prepare a clear account of which companies participate, what circular activities are coordinated, and how coordination costs are allocated before approaching Innovation Norway.
