Enova SF administers a suite of rolling competitive grant programs supporting Norwegian industrial companies in reducing greenhouse gas emissions and energy consumption. The portfolio covers a wide range of industrial investment types: the standard Klima- og energisatsinger i industrien program for general-scale climate and energy projects; a parallel Store klima- og energisatsinger i industrien track for large-scale initiatives; Punktutslippsprogrammet targeting point-source industrial emissions; Varmesentraler for district heat infrastructure; Forprosjekt biogass and Biogass for biogas development; Mottaksterminaler for COâ‚‚ for carbon capture reception terminals; and the long-horizon Industri 2050 program for deep decarbonization of hard-to-abate industrial sectors. Applications to all programs are accepted on a rolling basis rather than in fixed annual call cycles.
Eligibility across the portfolio is restricted to for-profit industrial companies operating in Norway and registered in the Norwegian Business Register. Universities, nonprofits, research organizations, and individuals are not eligible. The programs require that projects represent genuine climate and energy improvements beyond business-as-usual investment, and applications compete on cost-effectiveness in terms of NOK support per tonne of CO2 reduced or energy savings delivered. Specific per-project award amounts and program-level budgets are not published at the portfolio level and require individual program page review; award sizes vary substantially between the standard-scale and large-scale tracks.
Enova also supports project establishment costs for Norwegian companies pursuing EU Innovation Fund applications through its Prosjektetableringsstøtte EUs Innovasjonsfond program, enabling companies that are preparing large-scale climate investment proposals for European-level funding to offset pre-application costs. Applicants should engage Enova's industry team directly to identify the most appropriate program for their project type and scale before submitting, as placement in the wrong track can affect both competitiveness and award ceiling.
