Tamheer is a graduate development programme operated by the Human Resources Development Fund (HRDF) of Saudi Arabia, designed to bridge the gap between academic qualifications and private sector employment by funding structured on-the-job training placements. HRDF pays a monthly stipend of SAR 3,000 directly to unemployed Saudi graduates undertaking training at participating private sector establishments. The programme operates on a rolling basis with no fixed application deadline, and placements run for three to six months per engagement.

Eligibility is restricted to Saudi nationals who are unemployed, under 30 years of age, hold at minimum a diploma from an accredited institute (at least one academic year in duration) or a bachelor's degree or higher, and have no more than one year of prior work experience. Each individual may participate in a maximum of two Tamheer placements within any six-month window. The SAR 3,000 monthly stipend is disbursed between the 10th and 15th of each Gregorian month under standard conditions, or between the 15th and 20th in the event of delays. Applicants must not appear on HRDF's prohibited persons list.

Tamheer targets early-career Saudis who lack the experience required for independent employment but have the academic credentials to benefit from structured workplace exposure. Private sector establishments wishing to host Tamheer trainees register through the relevant HRDF portal. The programme operates under Saudi Vision 2030 workforce nationalisation objectives and complements other HRDF instruments such as Tawteen (employer wage subsidies) and Wusool (transportation support). Because the programme is rolling and continuous, organisations and individuals can initiate participation at any time subject to HRDF eligibility verification.
