Supports Turkish companies with strategic product development in ministry-designated priority sectors.

The Strategic Product Support Program is a KOSGEB initiative that provides financial support to Turkish capital companies pre-approved under the Ministry of Industry and Technology's Technology-Focused Industry Initiative. Access is invitation-only: companies must first submit a pre-application to the Ministry, receive approval, and then be invited to apply formally through KOSGEB's program portal. Only registered capital companies — joint-stock or limited liability — operating in Turkey are eligible; sole proprietorships, universities, and nonprofits are excluded.

The program offers two distinct support components, each running for a 24-month period. The first is an Independent Evaluation Grant of 50,000 TRY, which is 100% non-refundable. The second is Personnel Cost Support of up to 10,000,000 TRY, of which 80% is refundable — structured as a recoverable advance rather than a free grant. Personnel support covers only newly hired employees who were not employed by the applicant company for at least four months prior to the application date. The combined awardable value ranges from 50,000 TRY to 10,050,000 TRY per company depending on hiring activity. Companies targeting strategic products in manufacturing, hardware, AI infrastructure, and defense-adjacent technologies are the primary beneficiaries. The 80% refundable structure means applicants should model repayment obligations before committing to full personnel support utilization.
