Cloudflare, Inc. operates four standing social-impact programs that provide its enterprise-grade security and network services at no cost to qualifying organisations, with no cash disbursements involved. These programs collectively protect over 3,300 internet properties across civil society, government, and community sectors globally.
Project Galileo, founded in 2014, delivers free Cloudflare Business-plan services — including unmetered DDoS mitigation, web application firewall, DNS, SSL, CDN, Cloudflare Workers, and Zero Trust application access — to vulnerable public-interest organisations working in human rights, civil society, journalism, or democracy. Over 2,900 properties participate as of 2025. Eligible organisations apply directly via a contact form or through a referral from one of Cloudflare's trusted partner organisations, which include the EFF, Amnesty International, Freedom House, PEN America, and dozens of others. The Athenian Project provides the same Enterprise-level protection for free to US state, county, and municipal government websites related to elections, voter registration, and election result reporting; 441 or more election properties across 33 states participate. Project Pangea extends free network interconnect, Magic Transit, and network-layer firewall services to nonprofit, cooperative, and small community networks in underserved areas globally, enabling locally built networks to connect to the internet securely; eligibility is capped at bandwidth below 5 Gbps at the 95th percentile. Project Cybersafe Schools provides free Zero Trust DNS filtering and cloud email security to small US K-12 public school districts with up to 2,500 students, with no time limit and no cost.
All four programs deliver in-kind technology services rather than monetary grants. Organisations seeking cash funding should look to other sources; Cloudflare's programs are most valuable to eligible entities that already have or are building a web or network presence and need enterprise-grade security infrastructure they could not otherwise afford.
