Project Pangea is a Cloudflare initiative that provides free network connectivity and security services to nonprofit and cooperative community networks serving underserved communities globally. The program was created to address the reality that roughly half of the world's population lacks reliable internet access, and that community-built local networks — which have demonstrated success using commodity hardware — are often unable to afford the infrastructure required to connect to the broader internet securely and at scale. Project Pangea gives those networks free access to Cloudflare's global edge, which spans 335 or more cities worldwide.

Participants receive three core services at no cost: Cloudflare Network Interconnect, which provides access to Cloudflare's edge infrastructure; Magic Transit, which serves as a conduit to and from the broader internet and mitigates DDoS attacks; and Cloudflare Network Firewall, a network-layer firewall delivered as a managed service. Eligibility requires that the applying organization be a nonprofit entity, a cooperative community network, or a private or small commercial network operating primarily in the interest of the local community, with a focus on providing internet access to underserved populations. Bandwidth usage is capped at 5 Gbps at the 95th percentile. Resale of the connectivity beyond the community network is not permitted, and the program may not be available in all jurisdictions.

Existing participants include guifi.net in Spain, NYC Mesh in the United States, HUBS CIC in Scotland, Zenzeleni Networks in South Africa, and AlterMundi in Argentina. The program is global in scope, entirely in-kind, and involves no cash component. Organizations must have or be able to establish backhaul to a Cloudflare public or private peering exchange point. Applications are assessed directly by Cloudflare on a rolling basis.
