Funds a forward-running test of a better way to catch and refer risky drinking, smoking and drug use among adults who fall through the usual net.
There is a well-established three-step approach to substance misuse in ordinary health settings: screen the person for risk, have a brief conversation if there is one, and refer them to treatment or prevention if needed. It works. It does not reach everyone.
