Long-term institutional capacity building for biomedical research in IDeA-eligible states — recruiting and mentoring early-career investigators, establishing research facilities, and strengthening research administration — restricted to institutions in named IDeA-eligible states or jurisdictions that award health-related doctoral degrees or run federally funded biomedical research programs. Clinical trials are not allowed.
