Funds late-stage R&D and technical work — trials, manufacturing scale-up, regulatory support — to finish a small business's NIH SBIR or STTR project.
A small business with a promising NIH SBIR or STTR result often hits a stretch of work that is too expensive and too unglamorous for the original award to cover — replicating a key finding, running the study a regulator will want to see, or scaling up manufacturing — and the usual follow-on grants are not built for that stretch.
