SBIR/STTR Matching Funds
Supports Maryland technology companies through State Matching Funds by sharing part of their matching requirements for federal opportunities.
The SBIR/STTR Matching Funds programme is a state grant administered by TEDCO, the Maryland Technology Development Corporation, an independent instrumentality of the State of Maryland established in 1998. It provides state matching capital to Maryland-based for-profit companies that have won a federal Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) award, amplifying federal investment with additional state resources to accelerate technology commercialisation. Applications are accepted on a rolling basis with no fixed annual deadlines. The programme sits within TEDCO's Federal Programs portfolio, led by VP of Federal Programs Kim Mozingo, reachable at kmozingo@tedcomd.com. Eligibility requires that the applicant be a for-profit company based in Maryland holding an active federal SBIR or STTR award from any participating federal agency. The programme is sector-agnostic — no specific technology domain or industry restriction applies — making it broadly accessible across life sciences, information technology, advanced manufacturing, cybersecurity, and other federal technology priority areas. Award amounts and the specific matching ratio applied by TEDCO are not published on the programme page and must be confirmed directly with the Federal Programs team, as terms may vary by cycle and available appropriations. Two related TEDCO programmes complement the Matching Funds offering: the Technical and Business Assistance (TABA) programme provides separate grant funding to SBIR/STTR Phase I and Phase II awardees for commercialisation support activities; and the SBIR/STTR Technical Assistance and Proposal Lab programmes offer non-grant training support for companies preparing federal SBIR/STTR applications. Maryland companies that have recently won a federal SBIR or STTR award should contact kmozingo@tedcomd.com to understand current matching terms and availability.
