ESA wants satellite-enabled services addressing local authorities, municipalities and citizens — named examples are infotainment location-based services, building and asset management, monitoring illegal housing and shanty towns, and crime prevention and civil enforcement. Proposals are expected to draw on Earth Observation, satellite navigation or other space assets: Earth Observation imagery, often radar-based so it keeps working in any weather or at night, can spot changes such as new roads or buildings over time, while satellite navigation gives outdoor positioning and tracking, complemented by wifi, Bluetooth or magnetic-field data indoors and by remotely piloted aircraft for higher-resolution local monitoring.
