Funds de minimis support for Lithuanian exporters entering the United States market through consultation and entry strategy costs.
The InnoHUB US Rolling Window 2026 is a national budget program administered by Innovation Agency Lithuania — the state body created in April 2022 from the merger of Enterprise Lithuania, LVPA, and MITA — to help Lithuanian small and medium-sized enterprises enter the United States market. The program covers two types of eligible expenditure: participation in US market entry or business development programs (conferences, trade missions, acceleration programs based in the US), and expert consultations on US-specific legal, regulatory, and commercial matters including contract drafting, IP protection, regulatory compliance, and pricing strategy.
The total grant pool is EUR 80,000 administered on a rolling, first-come first-served basis until funds are exhausted or the window closes on 10 November 2026. The grant covers up to 70% of eligible costs. Maximum support per applicant is EUR 15,000 for program participation and EUR 6,000 for consultations. Hourly rate caps apply: EUR 200 per hour for business development consultations and EUR 400 per hour for legal consultations. Eligible costs span the period 1 January to 10 December 2026. This is de minimis aid counted against the EUR 300,000 de minimis ceiling over three consecutive fiscal years. Applications are submitted by email to paraiskos@inovacijuagentura.lt.
To qualify, a company must be an SME registered and operating in Lithuania for at least one year, have annual sales of at least EUR 50,000, and have either exported in the past 24 months or be actively planning US exports. Partners are not permitted — each application is a single-company submission. The call was authorized by EIMIN Order 4-194 of 6 May 2026, with the window opening 8 May 2026. Applicants selecting consultants or programs not on the Agency-recommended list must provide justification. Strong applications demonstrate an existing export track record and a credible commercial rationale for US market entry.
