FINCOME — Diaspora Scientist Visits
Funds short visits by diaspora scientists to strengthen Moroccan research links.
FINCOME (Compétences Marocaines Du Monde) is a Moroccan government program that enables Moroccan diaspora scientists and experts to conduct research visits and expert consultations at Moroccan public universities, public research and training establishments, and socio-economic actors with an interest in research and innovation. The program is co-piloted by CNRST, MESRSI, and the Ministry of Foreign Affairs and Moroccan Residents Abroad. The 2026 edition covers two stay formats: short stays of up to 15 days and medium stays of up to 60 days. CNRST covers travel and subsistence costs for the visiting diaspora scientist; the exact rates are published in the official terms-of-reference document (Conditions_prise_charge_frais_sejour.pdf), which was not extracted at research intake.
Unlike most CNRST calls, FINCOME 2026 operates on a rolling submission window rather than a fixed deadline. Applications are accepted continuously from 4 February 2026 through 31 October 2026 via the online portal at call.cnrst.ma/program/23102446. A critical structural feature is that applications must be submitted by the Moroccan host institution, not by the visiting diaspora scientist directly — the diaspora scientist is the subject of the proposal, but the institution is the applicant of record. The visiting expert must be a Moroccan national (Compétence Marocaine Du Monde) resident abroad; non-Moroccan nationals are not eligible under this program.
FINEOME also operates a separate long-term stay (LT) call with different conditions; the 2026 edition described here covers only the short and medium-duration formats. Host institutions planning to bring in diaspora expertise should confirm the applicable subsistence rates in the official PDF and submit applications well before the 31 October 2026 window closes. Eligible host organizations include Moroccan public universities, public research establishments, and socio-economic actors engaged in research and innovation activities.
