Pays Dutch SME representative bodies to make their members' employee commuting greener.
Eligible costs include staff time at a standard rate of EUR 60 per hour for people employed by the applicant or its affiliated employers, external advisers at up to EUR 125 per hour if they carry out the project, and other third-party costs. COVER is for legal entities that represent a group of Dutch SME employers — trade associations, business improvement districts, park management associations and similar bodies, where at least half the represented employers have fewer than 250 staff. Funded projects reduce fossil-fuel use in employee commuting or business travel, not freight logistics, and must deliver lasting behaviour change.
