The Norwegian Ministry of Trade, Industry and Fisheries (Nærings- og fiskeridepartementet, NFD) administers a one-time regulatory compliance subsidy to support fishing vessel owners in meeting mandatory position-reporting and electronic-reporting equipment requirements introduced by new Norwegian fisheries regulations. The grant is delivered through Garantikassen for fiskere, the Guarantee Fund for Fishermen, which acts as the operational administrator for the scheme. The scheme is time-limited and expires on 31 August 2026.

The award is fixed at 7,700 NOK per vessel, with no competitive element and no variable award — every eligible vessel owner who documents compliant equipment purchase and installation receives the full fixed amount. Eligibility is restricted to owners of registered Norwegian fishing vessels of 8 metres or larger. Applications must be submitted via the minside.garantikassen.no portal. Only one subsidy is payable per vessel; a second payment is not issued if the original equipment supplier becomes insolvent or if a vessel switches equipment providers after the initial claim.

This scheme is not a competitive innovation grant and carries no R&D or business development component. Its sole purpose is to defray the cost of mandatory hardware installation that Norwegian fishing vessel operators are required to complete under current fisheries regulations. Operators who have already purchased and installed compliant position-reporting and electronic-reporting equipment before the 31 August 2026 deadline are eligible to claim, provided they retain documentation of the purchase and installation. The NFD funds this scheme directly from its fisheries policy budget rather than routing it through Innovation Norway or the Research Council of Norway.
