Funds Polish venture fund managers to invest in pre-revenue startups through seed-stage fund structures.
PFR Starter is a seed-stage equity fund-of-funds program operated by PFR Ventures, the venture capital arm of Poland's state-owned Polish Development Fund (PFR). The program targets VC fund management teams β both existing and newly formed β seeking to build funds that invest in pre-revenue, early-stage Polish companies. PFR Ventures is the largest fund-of-funds investor in Central and Eastern Europe, with over PLN 1.1 billion deployed through its predecessor Smart Growth programs between 2017 and 2023 and a further PLN 4 billion allocated under the Innovate Poland initiative.
PFR commits PLN 20β65 million per fund under PFR Starter, covering up to 80% of total fund capitalization. Private investors β including the management team and outside LPs β must contribute a minimum of 20%. Each fund then deploys tickets of up to PLN 5 million per portfolio company. The investment period is four years, followed by a four-year disinvestment period. Private investors receive a 2.5x profit asymmetry over PFR's return, providing a meaningful incentive for co-investors.
Applications are accepted through cyclical calls via an online form hosted at pfrventures.pl, with a file upload cap of 100 MB. An active enrollment window was open as of late May 2026. The program is suited to fund managers who specialize in pre-commercial companies at the idea-to-MVP stage and want a Polish government co-investor providing up to 80% of committed capital, improving LP economics through the asymmetric return structure.
