PFR Ventures is Poland's government-backed fund-of-funds operator, wholly owned by PFR Capital Group and, through it, the Polish state. Based in Warsaw, it works as a sovereign investment fund rather than a direct grantmaker, and its role is to channel capital into venture and private-equity managers. The record places it among the largest fund-of-funds investors in Central and Eastern Europe and says it has deployed about PLN 1.1 billion through the Smart Growth Operational Programme.

Its instruments are equity commitments to VC and PE fund managers, not company grants. The platform covers PFR Starter, PFR Biznest, PFR Otwarte Innowacje, PFR KOFFI, PFR CVC, PFR Deep Tech, and Innovate PL FoF, with capital tickets that can reach PLN 65 million in Starter, PLN 80 million in Otwarte Innowacje and KOFFI, and PLN 110 million in CVC. That structure makes PFR Ventures most relevant to fund managers building Polish startup pipelines in seed, growth, corporate venture, and deep-tech segments. PFR Starter backs pre-revenue and seed-stage teams, while PFR Deep Tech is explicitly oriented to AI, quantum, advanced defense systems, robotics, space, and cybersecurity. The common thread is manager selection and fund-level capital, with private co-investment expected across the platform.
