SI ID Empresarial (SIID) — seed

Funds seed stage Portuguese small businesses pursuing hardware development and market expansion.

SI ID Empresarial (SIID) is Portugal's principal national grant framework for business R&D and innovation, administered by ANI — Agência Nacional de Inovação — and delivered through the PT2030 structural funds system via COMPETE2030 and regional operational programmes covering Centro, Alentejo, Algarve, and Lisbon, with the Norte, Madeira, and Azores regions handled by their respective regional authorities. SIID is not a single grant but an umbrella covering eight sub-types: Business R&D, Demonstrative R&D, Mobilizing Programs, Proof of Concept, R&D Hubs, Internationalization, Industrial Property Protection, and a Simplified Regime. Each sub-type is issued as a separate notice (aviso) with its own budget envelope, eligibility rules, and deadline window; calls open and close on a rolling basis through at least 2027.

Eligibility varies by sub-type but broadly covers companies, universities, research organizations, and non-profits registered in Portugal. Co-promotion tracks (company plus company, or company plus R&D entity) and individual-company tracks both exist, with consortium requirements and co-financing rates specified per notice. Large companies can participate in some sub-types but face tighter conditions; SMEs and small mid-caps receive more favorable co-financing rates. Funded activities span basic research, applied industrial R&D, technology demonstration, proof-of-concept validation, and IP protection.

For applicants, SIID is the primary gateway to structural fund R&D support in Portugal. The rolling notice structure means that organizations should monitor ANI's calls calendar continuously rather than waiting for a single annual deadline. Per-notice PDFs (avisos) contain the definitive eligibility criteria, budget envelopes, and scoring rubrics — the ANI summary pages provide orientation but not the binding rules.

Funds business R&D, innovation, and technology development projects for Portuguese companies and research entities through PT2030 structural funds across eight program sub-types.
