Startup SG Talent
Offers founders in Singapore talent and entrepreneurship pathways through EntrePass, Tech@SG, Global Tech Talent Alliance, and T-Up.
Startup SG Talent is the legacy umbrella designation for talent and entrepreneurial visa support within Singapore's Startup SG initiative, administered by Enterprise Singapore. The program name no longer appears as a standalone programme card on startupsg.gov.sg as of 2026; the talent support functions previously grouped under this label are now delivered through four distinct mechanisms. EntrePass is a work visa for foreign entrepreneurs who are venture-backed or are building innovative technology companies. Tech@SG facilitates Employment Pass applications for critical technical talent needed by high-growth startups. Global Tech Talent Alliance provides in-market access to tech talent in overseas locations, currently focused on Vietnam and India. T-Up supports SME R&D project capability by funding the attachment of research scientists to company projects.
The overarching goal of these mechanisms is to help Singapore-based startups attract and retain both founders and technical staff in a globally competitive talent market. EntrePass requires applicants to demonstrate venture backing or a credible innovative business; Tech@SG streamlines the Employment Pass process for startups that need specialist engineers or data scientists quickly. T-Up is distinct from the others in that it is a direct-to-company program providing R&D staffing support rather than visa facilitation.
Eligibility for the component programs varies. EntrePass and Tech@SG primarily serve foreign nationals seeking to work in or relocate to Singapore. T-Up is open to Singapore-registered SMEs with R&D needs. Applications for each mechanism are submitted separately through the relevant agency portal — EntrePass and Tech@SG through the Ministry of Manpower, and T-Up through Enterprise Singapore. None of these mechanisms provide cash grants; support is delivered through visa processing, employment pass facilitation, or secondment of research personnel.
