The Service Industry Innovation Research (SIIR) programme provides R&D grants to Taiwanese small and medium-sized enterprises operating in five designated service sectors: retail, logistics, food and beverage, advertising, and e-commerce. It is administered by Taiwan's Small and Medium Enterprise Administration (SMESA) under the Ministry of Economic Affairs (MOEA), with operational delivery handled by the China Productivity Center (CPC). The programme funds innovation and technology development projects within those specific sectors and is not open to companies outside them.

Individual SME applicants may receive up to NT$3 million per grant; alliance-structured applications, where multiple eligible SMEs collaborate on a single project, may receive up to NT$10 million in total. Universities and research organisations are ineligible—only for-profit companies qualify. Applicants must be registered and operating in Taiwan. No minimum or maximum TRL requirement is specified in the publicly available programme materials.

Applications are submitted through the government portal at gcis.nat.gov.tw and are reviewed on a rolling basis. The programme's operational contact is CPC at 02407@cpc.org.tw. Given that SIIR targets service-sector innovation rather than hardware or deep-tech R&D, proposals should demonstrate a direct link between the proposed innovation activity and productivity or competitiveness improvements within the qualifying service categories. Companies should confirm the current intake window directly with CPC before commencing any project costs.
