This programme funds high-performing upper tier local authorities to deliver hands-on operational support and intervention to other local authorities improving children’s social care services.

In scope: intensive sector-led improvement support for local authorities requiring intervention or targeted improvement support; practical support; strengthening leadership and governance; improving practice quality; driving implementation of the Families First Partnership and the Enduring Relationships programme; and support for relevant national reform priorities including the CSC National Framework, Regional Care Cooperatives and fostering reforms. The programme is focused on improving outcomes for children and families through earlier intervention, stronger family support, improved care experiences and more effective local services. It has a strong and enhanced focus on practical support rather than an advisory service.
