Testing whether a substance use or HIV intervention works takes a trial. A trial built on a shaky design wastes years and money before that ever happens. This notice funds the step in between: building the intervention and pilot-testing it so a later efficacy, effectiveness or services trial has a real design to run.

Pilot and feasibility studies preparing later efficacy, effectiveness or services trials in three areas: preventing substance use, misuse or progression to a disorder; substance use prevention, treatment or recovery services research including comorbid pain, medical and mental health conditions; and HIV eradication research — implementation science, prevention, treatment and recovery — in substance use settings and populations. Preliminary data is not required; a defined theory of change or logic model is.
