The Ministry of Innovation and Growth is Bulgaria's cabinet-level innovation ministry, established on 13 December 2021. It manages competitiveness policy, innovation support and investment promotion, and it works through the European Funds for Competitiveness directorate, the Bulgarian Investment Agency and Sofia Tech Park. Its public mission is framed around transparency, stronger business support and lower-friction access to state and European funding.
Its main funding pillars are the Competitiveness and Innovation in Enterprises Programme 2021-2027, the Scientific Research, Innovation and Digitalization for Intelligent Transformation programme, the National Recovery and Resilience Plan and the National Innovation Fund. PKIP supports innovation, internationalization, green technology, energy efficiency, digitalization and circular economy work. PNIIDIT carries more than 2 billion BGN across 2023-2027, while the National Innovation Fund runs Eurostars-3 co-funding for Bulgarian participants. The 2026 Green and Digital Partnerships call reaches 1.5 million BGN per project and requires SMEs to apply with a university or scientific partner.
The ministry operates as a managing authority rather than a single grant desk. Calls are issued through programme pages, procedure codes and the ISUN 2020 system, which keeps the application route formal and visible. It is best suited to SMEs, research bodies and partnerships that can fit European priorities, show technical ambition and handle a structured public-call process.
