ICEX España Exportación e Inversiones is Spain's public trade and investment promotion agency, a public business entity under the Ministry of Economy, Trade and Enterprise. It works internationally across 196 countries, through 105 overseas Economic and Commercial Offices, and serves roughly 20,000 Spanish companies one by one each year.

Its funding and support mix is built around internationalization rather than domestic R&D. The main cash lines in the record are Innova Invest, which can reach €800,000 for foreign-capital companies launching new R&D activity in Spain, and ICEX Next, which combines advisory support with up to €24,000 for SMEs and startups with export potential. The agency also runs Becas ICEX, ICEX Vives, and sector-association routes for export promotion.

ICEX is strongest for companies that already have a commercial product and need an international push, not for teams still defining the product itself. The system rewards firms that can show market readiness, brand ownership, export ambition, and a credible operating plan, with foreign direct investment attraction handled alongside exporter services through the same institutional platform.
