FHF, short for Fiskeri- og havbruksnæringens forskningsfinansiering, is Norway's industry-financed seafood research funder, headquartered in Tromsø and operating as a state-owned company under the Ministry of Trade, Industry and Fisheries. Its 2026 budget is 560 million NOK, raised through a mandatory 0.3% levy on seafood exports rather than general tax appropriations.
It backs applied R&D across aquaculture, wild capture fisheries, seafood processing, and coexistence topics through competitive calls issued several times a year. Its four thematic programmes cover aquaculture, wild capture fisheries, seafood processing and market work, and coexistence around wild salmon and aquaculture. Recent calls ranged from 3 million to 20 million NOK, with examples covering sea lice control, fish handling, by-product use, whitefish processing, wild salmon survival, and aquaculture design validation.
FHF is sector-specific and operationally close to the industry it serves. It is not a general science council or regional grant office; it concentrates on knowledge that can move commercial practice, and it channels work through call-based programmes rather than open-ended support.
