UEFISCDI is Romania's executive agency for financing higher education, research, development and innovation — administering the National Research-Development and Innovation Plan (PNCDI IV, 2022–2027) and managing approximately 22% of Romania's public R&D funds. It runs competitive calls for frontier research (PCE, PCCF), human capital development, industry-academia partnerships, and ERA-NET co-funded transnational calls across Europe.

UEFISCDI operates under the supervision of the Ministry of Research, Innovation and Digitalization (MCID) and receives scientific guidance from the National Research Council (CNCS) and the National Council for Higher Education Financing (CNFIS). All applications are submitted through the dedicated portal uefiscdi-direct.ro. The agency also implements projects under Romania's National Recovery and Resilience Plan (PNRR) and facilitates Romanian participation in EU research partnerships.
