TTGV, the Technology Development Foundation of Türkiye, is a private-law foundation founded in 1991 to improve the technology development capacity of the private sector. It is not a ministry programme; its board is majority private-sector, its headquarters are in Ankara, and its current strategy is centered on climate technologies in Türkiye.

The Climate Pioneer Investment Program covers early research, mid-stage development, and first-of-their-kind demonstration projects, while Eco-Production supports cleaner industrial transformation and TOP backs targeted priority projects. Flux and React sit alongside those routes as climate-tech acceleration channels, and the mid-stage line publishes support of up to $100,000 per initiative. The foundation also retains its older technology-loan heritage in the portfolio.
