TTGV (Technology Development Foundation of Türkiye) operates the Target Oriented Project program — known in Turkish as Güdümlü Projeler — to fund pre-commercial technology demonstration projects in TTGV-defined priority areas. The Fall 2025 cycle focused on seven priority technology areas: Next-Generation Fuels, Clean Hydrogen, Carbon Capture/Utilization/Storage (CCUS), Sustainable Cement, Alternative Proteins, Energy Storage, and Battery Recycling and Second-Life Use. The program's stated goals are to validate techno-economic parameters, collect qualified industrial data, transfer research outputs to practice, and prepare the Turkish ecosystem for the net-zero transition.

The financial instrument is a repayable cost-share contribution — historically structured as a repayable, interest-free credit for consortium and demonstration projects — not a pure grant. Eligible applicants include for-profit companies, nonprofits, universities, and research organizations operating in Türkiye; individual applicants are not eligible.
