Large Industrial Decarbonisation Projects — Call for Tenders (AO GPID — Grands Projets Industriels de Décarbonation)
Funds French industrial actors tackling decarbonization at major industrial sites.
The Appel d'Offres Grands Projets Industriels de Décarbonation 2026 (AO GPID 2026) is a competitive tender operated by ADEME under the France 2030 investment plan, targeting France's largest and hardest-to-decarbonise industrial sites. The programme aims to accelerate deployment of the most ambitious industrial decarbonisation technologies and to result in State-industrial financing contracts covering both the construction and operation of new decarbonised production processes at major facilities across all metropolitan and overseas French regions. The call opened on 7 May 2026 and closes on 7 September 2026 at 15h00 Paris time. Award amounts are structured as bespoke State-industrial financing contracts; per-project values are not published but are sized to the scale of the largest-emitting national industrial sites.
Eligibility is restricted to for-profit companies operating industrial sites in France, and further limited to two cohorts: organisations that formally responded to the public consultation on the AO GPID project held between 25 June and 24 September 2025, or unsuccessful candidates from the 2024 edition of the competition. Academic and research institutions are excluded. Applicants must submit a 20-document technical dossier covering items PT1 through PT20, including an ISO 50001 energy audit, an EU Emissions Trading System (ETS) performance attestation, a fossil-fuel exit plan, project roadmaps to 2030 and 2050, financial health attestations, and a feasibility study.
The selection process involves two public webinars (22 May and 5 June 2026) and individual technical interviews conducted between 8 June and 24 July 2026. Winning projects sign financing contracts that fund both the construction phase and ongoing operations of the decarbonised industrial process. Organisations preparing a competitive dossier should engage ADEME early via ao.gpid@ademe.fr and ensure their ETS data, energy audit, and decarbonisation roadmap are current before the September deadline.
