Funds French industrial entities with rapid support for deep decarbonization pilots and investments.

DECARB FLASH 2025-2027 is a fast-track industrial decarbonisation grant operated by ADEME under the France 2030 investment plan, designed to fund rapidly deployable decarbonisation actions at industrial sites in France. The programme runs from 10 April 2025 to 15 February 2027 through quarterly submission windows (relèves). The June 2026 relève closes on 15 June 2026, followed by the October 2026 relève (15 October 2026) and the final relève on 15 February 2027. Eligible project costs must fall between €100,000 and €3 million (with a €25,000 floor for projects in Corsica and overseas territories). Award amounts are calibrated to project size within this cost band; a separate grant ceiling per project is not published.

Eligible actions include waste-heat recovery, energy efficiency improvements, modification of the energy mix, building insulation of industrial facilities, and substitution of fossil energy sources with on-site renewable energy production. Eligible applicants are SME industrial sites anywhere in metropolitan France and overseas territories, and large-company industrial sites that are not subject to the EU Emissions Trading System (EU-ETS). Large companies with ETS-regulated sites are excluded. Each applicant must hold a recent energy audit (less than four years old), a PACTE Industrie energy-mix opportunity study, or an ISO 50001 energy management review before submitting.

A mandatory pre-deposit meeting with the relevant regional ADEME office is required before an application file is formally lodged — this meeting must be arranged in advance of each relève deadline. Applications are submitted through the agirpourlatransition.ademe.fr portal. An amending decree (arrêté modificatif) is pending in the Journal officiel, which will remove two eligible actions (thermal insulation of equipment and thermal insulation of pipes and networks) and add electric drying systems for liquid; applicants should confirm the current eligible-actions list before the June 2026 deadline.
