DECARB IND 25 — 2nd Round (2ᵉ relève)
Administers a French industrial decarbonisation programme helping manufacturing firms shift energy systems and reduce emissions.
DECARB IND 25 is ADEME's structural industrial decarbonisation grant, operated under the France 2030 investment plan and the EU Fit for 55 package, targeting France's national industry GHG reduction goal of cutting emissions from 78 MtCO₂eq per year in 2021 to 45 MtCO₂eq per year by 2030 under the SNBC 3 strategy. The 2ᵉ relève of the 2025 programme is open from 7 May 2026 and closes on 7 September 2026 at 15h00 Paris time. A 3ᵉ relève is already planned for 20 May 2027. Aid per project is capped at €30 million, and total project investment must exceed €3 million. The programme covers four eligible decarbonisation themes: energy efficiency, modification of the energy mix, modification of the material mix, and carbon capture, utilisation, and storage (CCUS).
All industrial sites in France are eligible regardless of sector, provided the project delivers a verified GHG reduction exceeding 1,000 tCO₂eq per year on an iso-production basis at the industrial enterprise scope. For-profit companies and certain non-profits operating industrial sites may apply; universities and research organisations are excluded. Energy efficiency and energy-mix projects require a recent energy audit (less than four years old) or an ISO 50001 energy management review. Projects requesting aid above €10 million must additionally complete an ACT-évaluation corporate climate-trajectory assessment. Sites operating under the EU RED II bioenergy directive must hold valid RED II supplier certificates.
Applications are submitted to ADEME via the agirpourlatransition.ademe.fr portal, with direct support available from territorial ADEME referents for industrial decarbonisation. Organisations aiming for the 2ᵉ relève should confirm their energy audit status immediately, as audit compliance is a threshold criterion; projects above the €10 million aid level should simultaneously initiate ACT-évaluation to avoid timeline risk before the September 2026 deadline.
