This call funds work on migrating Public Key Infrastructures (PKIs) to post-quantum cryptography (PQC) -- building cryptographic combiners that keep at least 128-bit security against quantum adversaries, testing hybrid certificates in real protocols, and developing open-source libraries for certificate issuance, validation and revocation. Proposals must combine PQC with established pre-quantum cryptography during the transition, to guard against downgrade attacks and immature PQC implementations. Work can also cover novel protocols for automatic certificate management, and alternatives to X.509 certificates such as Merkle tree ladders, the GNU Name System, or older schemes like SPKI and SDSI.
