CE OFICINAS is an IDAE (Instituto para la Diversificación y Ahorro de la Energía) grant program that funds entities operating community transformation offices — dedicated advisory bodies that catalyze the formation and development of renewable energy communities across Spain. The program operates at the intermediary level: it does not fund the energy community projects themselves, but rather the offices that help communities plan, form, and sustain renewable energy self-consumption arrangements.

The first edition of CE OFICINAS created 74 offices nationwide using EUR 18.4 million in grant funding. The second edition, authorized via Real Decreto-ley 7/2026 within Spain's extraordinary budget package responding to the Middle East energy crisis, allocated EUR 10 million for offices operating through 2025–2026. A new EUR 20 million grant round for additional offices has been announced by MITECO, representing the third generation of the program. Eligible applicants include for-profit companies, non-profit organizations, universities, and research institutions registered and operating in Spain; individual applicants are excluded. Per-project award amounts per office are not published on the program page.

Organizations seeking CE OFICINAS funding should apply directly to IDAE or MITECO rather than through regional Autonomous Community offices, as this program is managed at the national level. Successful applicants must demonstrate the capacity to operate an advisory office supporting energy community formation — typically including legal, technical, and financial guidance for community members. Given that 74 offices were active after edition one and edition two added further coverage, new applicants should differentiate on geographic reach or underserved community types when competing for the EUR 20 million third round.
