This call backs collaborative research, development and innovation projects that strengthen disaster preparedness, emergency response and post-disaster recovery, covering both natural disasters (earthquakes, floods, drought, storms, wildfires, extreme temperatures, avalanches, volcanic activity) and human-caused ones (conflict-related destruction, urban fires, industrial accidents, infrastructure failures). Indicative areas include resilient infrastructure and construction, digital and predictive technologies such as early-warning systems, search-and-rescue technology, resilient communications, health resilience technology, and circular post-disaster recovery solutions. Projects must go beyond humanitarian assistance, off-the-shelf procurement or routine reconstruction and show a genuine R&D dimension, starting at Technology Readiness Level 5 or above.
