The Fundamental and Applied Research Projects programme (FLPP) is Latvia's primary annual competitive grant scheme for basic and applied research, administered by the Latvian Council of Science (LZP) from the state budget. The programme funds new knowledge creation and technological know-how across all six major fields of science: natural sciences, engineering and technology, medicine and health, agriculture, forestry and veterinary science, social sciences, and humanities and arts. Based on the 2025 cycle, the total programme envelope was EUR 16.8 million, funding 56 projects across approximately 30 institutions, with an average project budget of approximately EUR 300,000 and a 36-month duration divided into three 12-month performance phases.

Eligible applicants are Latvian scientific institutions — universities and accredited research organizations. Commercial companies cannot lead FLPP projects. The 2025 call attracted 623 submitted proposals; only 56 were approved after evaluation, yielding an acceptance rate of approximately 9%, making this a highly competitive programme. The University of Latvia led with 17 funded projects in 2025, followed by Riga Technical University with 8 and the Latvian Biomedicine Research Centre with 7. The 2026 call is planned for announcement in March–April 2026, with submission deadline in May 2026 and contract signing expected in November 2026. Submission is via the national scientific activity information system at sciencelatvia.lv in Latvian.

Given the ~9% success rate, competitive proposals require a well-articulated scientific rationale, clear research objectives, and evidence of institutional capacity. The programme is governed by Cabinet Regulation No. 725 (12 December 2017). Applicants preparing for the 2026 call should monitor the LZP website and the sciencelatvia.lv portal for the official call document (Konkurss), which will specify exact award limits and evaluation criteria.
