PACT'Gestion is a co-financing dispositif operated by Maroc PME, Morocco's national SME promotion agency, focused on strengthening the operational and digital maturity of Moroccan TPMEs through expert technical support. The program covers three lines of intervention: improving operational efficiency through structured optimization and performance methodologies; reinforcing digital performance by integrating new digital technologies into core business processes; and supporting emerging TPMEs in new industrial sectors to integrate into Moroccan and regional value chains. These interventions are delivered through external technical experts whose fees Maroc PME co-finances.

Maroc PME contributes 50% of eligible technical expertise costs, capped at 300,000 DH per beneficiary. The 50% co-financing rate stands out within the PACTE TPME suite — most other programs (PACT'Performance, Qualité, Décarbonation, Scale Up) offer 80% and the restructuring-oriented programs offer 90%. This means applicants must cover half the expert costs themselves, and the lower ceiling (300,000 DH versus 1 MDH or more for other programs) further limits the scope. Eligibility follows the standard PACTE TPME criteria: Moroccan private-law companies with annual pre-tax turnover not exceeding 200 MDH. Applications are accepted continuously via candidatures.marocpme.gov.ma.

Expected outcomes stated by Maroc PME include structured internal processes, improved operational performance, greater digital maturity, and integration into value chains. PACT'Gestion is best suited for TPMEs with an identified operational or digital bottleneck that requires focused expert intervention — for example, implementing an ERP system, restructuring production workflows, or entering a new industrial supply chain — where the company can match 50% of expert costs and the total budget does not exceed 600,000 DH.
