PACT'QUALITÉ
Invests in Moroccan company quality systems through PACT'QUALITÉ, funding expert-led certification preparation and maintenance support.
PACT'Qualité is a co-financing program administered by Maroc PME, Morocco's national public agency for SME promotion established under law 53-00 in 2002. The program supports Moroccan TPMEs through the complete quality certification pathway — from initial gap diagnosis through post-certification maintenance — by subsidizing the cost of accredited experts and consultants at each stage. Covered activities include quality diagnosis evaluating conformity of products or management systems against a chosen standard, conformity remediation work, documentary system development or update, normative training for staff, corrective and preventive action proposals, a blank audit simulation to prepare for the formal certification audit, and post-certification follow-up including preparation for renewal audits.
Maroc PME contributes 80% of eligible expert and consulting costs, capped at 400,000 DH per beneficiary — a lower ceiling than PACT'Performance (1 MDH) but sufficient to cover a full certification journey for most standards. Eligibility mirrors the standard PACTE TPME criteria: Moroccan private-law companies with annual pre-tax turnover not exceeding 200 MDH in any completed fiscal year within the past three years, including manufacturing cooperatives, consortia with average member CA ≤ 200 MDH, and seed-stage companies whose business plans project CA ≤ 200 MDH over the next three years. Applications are accepted continuously via candidatures.marocpme.gov.ma with no announced per-cycle deadline.
The program is particularly relevant for TPMEs seeking to enter export markets or international supply chains where product or management system certification — ISO, CE marking, sector-specific norms — is a commercial prerequisite. Expected outcomes stated by Maroc PME include formal company certification, measurable quality improvement, and enhanced export competitiveness. Applicants should identify their target certification standard and engage an accredited certification body in parallel with the Maroc PME application.
