PACT Decarbonation/Water (PACT'DÉCARBONATION/EAU)
Runs PACT'DÉCARBONATION/EAU for Moroccan enterprises to implement energy, water, and environmental improvement plans with expert support.
PACT'Décarbonation/Eau is a co-financing dispositif operated by Maroc PME, Morocco's national SME promotion agency, designed to help Moroccan TPMEs meet rising environmental compliance requirements while reducing their resource consumption footprint. The program covers expert costs for a wide range of green transition activities: energy, water, and environmental diagnostics; integration of digital monitoring systems for energy and water consumption; implementation of environmental management systems and climate compliance certification; process optimization projects including thermal insulation, waste recycling, and industrial process water recycling; energy transition and production-process substitution projects; and full carbon footprint assessment and decarbonation plan development and deployment.
Maroc PME contributes 80% of eligible expert and technical consulting costs, capped at 1 MDH (one million Moroccan dirhams) per beneficiary — one of the higher ceilings in the PACTE TPME suite alongside PACT'Performance and PACT'Restructuration. Eligibility follows the standard PACTE TPME criteria: Moroccan private-law companies with annual pre-tax turnover not exceeding 200 MDH in any completed fiscal year within the past three years, including manufacturing cooperatives and eligible consortia. The program covers consulting and expert fees only, not capital investment in equipment or infrastructure. Applications are accepted continuously via candidatures.marocpme.gov.ma.
The program targets industrial and manufacturing TPMEs facing increasing pressure from international buyers, export market regulators, or supply-chain partners imposing environmental standards. Expected outcomes include measurable reduction in carbon footprint, more efficient water use, and optimized production processes. TPMEs that have already performed an initial environmental audit and can articulate specific decarbonation or water-efficiency targets are best positioned to receive the maximum subsidy.
