PACT'Performance is a co-financing dispositif operated by Maroc PME (Agence Nationale pour la Promotion de la PME), a Moroccan public agency created in 2002 under law 53-00 to promote the competitiveness of small and medium enterprises. The program subsidizes expert and consulting costs for Moroccan TPMEs pursuing transformation projects, covering productivity optimization and operational efficiency improvement, market and product development, digital 4.0 transformation projects, and artificial intelligence integration — including AI self-diagnosis, AI training curricula, Data-IA diagnostic, and AI integration plan development and deployment. Applications are accepted continuously via the candidatures.marocpme.gov.ma portal with no announced per-cycle deadline.

Maroc PME contributes 80% of eligible expert and technical consulting costs, capped at 1 MDH (one million Moroccan dirhams) per beneficiary. Eligible applicants are Moroccan private-law companies with annual pre-tax turnover not exceeding 200 MDH in any completed fiscal year within the past three years. Subsidiaries more than 50% owned by a parent with turnover above 200 MDH are excluded. Eligible structures also include manufacturing cooperatives with CA ≤ 200 MDH, consortia and groupements where the average member CA does not exceed 200 MDH, and early-stage companies under one year old whose business plan projects CA ≤ 200 MDH over the next three years. Companies operating in industrial acceleration zones are eligible.

The subsidy covers consulting and expert costs only — not capital expenditure or equipment purchases. Applicants should document existing productivity constraints or AI readiness gaps before applying, as the Maroc PME contribution is calibrated to the cost of external expertise, not internal staff time. The program is best suited for TPMEs seeking structured external support to accelerate operational transformation without committing full consulting budgets.
