PACT'Organisation is the entry-level dispositif in Maroc PME's PACTE TPME suite, covering transversal governance and compliance themes that most TPMEs need to address before pursuing more advanced transformation programs. Maroc PME — Morocco's national SME promotion agency established in 2002 under law 53-00 — designed this program to help companies establish functional management baselines across five areas: managerial and ESG (Environment, Social, Governance) practices; quality management and HSE (Hygiene, Safety, Environment) practices; administrative and financial management; digital marketing strategy; and integration of artificial intelligence into management practices.

Maroc PME contributes 90% of eligible technical expertise costs, capped at 20,000 DH per beneficiary — the lowest ceiling in the PACTE TPME suite, reflecting the program's entry-level positioning. The 90% subsidy rate is the most favorable in the suite and means applicants need only cover 10% of the expert costs. Eligibility follows the standard PACTE TPME criteria: Moroccan private-law companies with annual pre-tax turnover not exceeding 200 MDH in any completed fiscal year within the past three years. Applications are submitted continuously via candidatures.marocpme.gov.ma with no announced per-cycle deadline.

Expected outcomes stated by Maroc PME include improved management quality, better compliance with regulatory, social, and environmental standards, and strengthened market access capacity. PACT'Organisation is particularly suited for early-stage or micro-enterprises that have not yet formalized governance or compliance systems, and for companies preparing to apply for larger PACTE TPME programs (such as PACT'Performance or PACT'Qualité) where baseline management maturity is a prerequisite for effective expert-led transformation.
