Innovation Vouchers are a co-funding instrument administered by Innoviris, the Brussels-Capital Region's public agency for scientific research and innovation. The program allows qualifying VSEs (very small enterprises) and SMEs headquartered or operating in Brussels to access expert technical assessment from accredited centres of expertise, with Innoviris covering up to 75% of the eligible study costs, excluding VAT. A related variant — Innovation Vouchers Start AI — applies the same structure specifically to short-term AI specialist services.

The maximum voucher value is €10,000 per company per calendar year. Eligible companies must be managed by the applicant, conduct all or part of their activities in Brussels-Capital Region, demonstrate the ability to finance their share of expenses, and have fulfilled obligations under any previous regional aid. The study must be completed within 15 months of award. The application process requires the company to first select an accredited centre from the published catalogue, engage directly with that centre, and then submit an application through the Innoviris online portal; email submissions are no longer accepted. The program historically operated on a rolling basis, accepting applications continuously while active.

As of the 2026 program year, Innoviris has suspended all new calls due to regional budget constraints; existing projects continue under signed agreements, and applications submitted before suspension remain in process and may be funded in 2027 subject to available resources. Applicants should therefore plan for a 2027 relaunch and monitor the Innoviris program calendar for updated deadlines. When active, the voucher is a low-friction entry point for Brussels SMEs to validate a technology idea or obtain a feasibility study without bearing the full cost of expert engagement.
