BELCOO (Belgian Cooperation) is a joint initiative of Agentschap Innoveren & Ondernemen (VLAIO, Flanders), SPW Recherche (Wallonia), and Innoviris (Brussels), aimed at Belgian enterprises wishing to develop a joint R&D project with companies from other Belgian regions. The program is open to both SMEs and large enterprises and covers both development and research projects.

Brussels enterprises participate by applying to Innoviris for their portion of the project, while their Flemish partners apply to VLAIO and Walloon partners apply to SPW Recherche. Projects are submitted continuously and each agency makes its own funding decision for its regional partner.

The consortium must consist of at least two enterprises from at least two different Belgian regions. No single partner may have a budget exceeding 70% of the total project budget. Each enterprise must perform R&D tasks with a clear technical risk and participate in the economic results — subcontractor relationships are not permitted between enterprise partners. Research institutions may participate as subcontractors or research partners of the enterprises.

Note: Innoviris announced on 24 March 2026 that no new projects can be funded in 2026 due to budget constraints. All programs are suspended. Applications submitted before the suspension remain in process and may be funded in 2027.
