Akademia HR (HR Academy) is a PARP-administered rolling support programme under FERS (Fundusze Europejskie dla Rozwoju Społecznego) 2021–2027 that co-finances HR management training and consulting for Polish enterprises. Participating companies contribute 20% of eligible project costs and receive up to 80% from EU FERS funds, subject to de minimis aid rules. Applications are accepted on a rolling basis through individual accredited operators until 30 November 2026; the programme has been running since 25 March 2024. Recruitment windows vary by operator, so applicants must identify and contact an accredited FERS operator before enrolling.

All training and consulting services must be sourced from providers registered in the Development Services Database (BUR — Baza Usług Rozwojowych). Support covers 15 competency areas in HR management, addressing demographic shifts and labour market changes. Target beneficiaries include HR personnel, managers, and employees designated for career advancement within the enterprise. All Polish enterprises — micro, small, medium, and large — are eligible, with one explicit exclusion: self-employed individuals without employees may not participate. Per-company award caps are not published at the programme level and vary by operator.

Enterprises must complete a mandatory HR competency self-assessment questionnaire before applying. De minimis rules cap total public subsidy received by one entity at EUR 300,000 over three consecutive fiscal years — organisations close to that ceiling should check eligibility carefully before proceeding. The 20% co-financing requirement means applicants need confirmed budget allocation before signing with an operator. PARP administers Akademia HR under FERS, with all funds disbursed in PLN. The BUR platform is the sole sourcing channel for eligible services.
