Polska Agencja Rozwoju Przedsiębiorczości, known as PARP, is Poland's government agency for enterprise development, supervised by the Ministry of Economic Development and Technology. It works under the Think Small First principle and channels support from EU structural funds, the Polish state budget, European Commission multi-year programmes, and the Norwegian and EEA Financial Mechanism. Its mandate covers innovation, research commercialisation, regional development, exports, human capital, and technology adoption for Polish SMEs and startups.

PARP uses grants and training subsidies across a broad portfolio. Its active umbrella programmes include FENG, FEPW, FERS, and KPO, with flagship routes such as Ścieżka SMART, Startup Booster Poland, Start-ups Are Us, Granty na Eurogranty, Akademia HR, Usługi Rozwojowe 4.0, GOZ - to się opłaca, Pilotaż Indywidualnych Kont Rozwojowych, Platformy startowe dla nowych pomysłów, and Poland Green Business Programme. Typical awards in the record range from PLN 100,000 for Eurogrants to PLN 10 million under the Poland FENG route, with other calls reaching PLN 7.7 million for the IKR pilot, PLN 3.5 million for circular-economy work in SMEs, and PLN 600,000 for startup platforms. Eligibility is mainly aimed at micro, small, and medium enterprises, with some calls reserved for intermediaries, training providers, or regional partners.

PARP is best read as the SME-facing implementation arm of Poland's innovation support system. It often co-delivers Ścieżka SMART with NCBR, handling the SME track while NCBR covers large enterprises and non-SME consortia. The agency's current portfolio leans toward commercialisation, startup acceleration, workforce development, and regional business capability rather than basic research, which makes it a practical entry point for companies that already have a project ready for deployment.
