Development Services 4.0 (Usługi Rozwojowe 4.0)
Supports Polish training providers with reimbursement for digital development service capacity.
Usługi Rozwojowe 4.0 is a PARP programme under FERS 2021–2027 (Measure 01.03, Kadry nowoczesnej gospodarki) that reimburses BUR-registered training providers for the cost of acquiring technology licences to create, expand, or commercialise new digitally-delivered development services. The total available pool is PLN 31,053,935.92 (PLN 30,849,852.13 from the EU and PLN 204,083.79 from the Polish state budget). Beneficiaries receive up to 80% of eligible licence-acquisition costs reimbursed as de minimis aid; the remaining 20% is the applicant's own contribution. Optional eligible costs include training or consulting directly related to the licensed technology. The call opened 12 February 2024 and accepts applications on a rolling basis until 31 August 2026.
Eligibility is restricted to entities already registered in the BUR (Baza Usług Rozwojowych) and entitled to deliver publicly-funded development services. Two categories are explicitly excluded: prior recipients of this specific competition and entities with ownership or personal ties to the licensor. De minimis rules apply; applicants must confirm their cumulative public-aid position does not exceed the EUR 300,000 three-year ceiling. Eligible entity types include enterprises, nonprofits, and higher education institutions registered in Poland.
The programme targets the supply side of Poland's workforce training market, incentivising BUR providers to modernise delivery through digital platforms and remote technologies. New providers with a specific licence opportunity in mind are best positioned to win, as the programme is outcome-oriented (create or develop a new service using the licensed tool). PARP administers the programme under FERS with disbursements in PLN. Applicants should confirm BUR registration status and de minimis headroom before preparing an application.
